Traitement de l'assurance construction sous la norme IFRS 17

Prévue pour rentrer en vigueur en janvier 2023, la norme IFRS 17 est une véritable révolution de la communication financière des organismes d’assurance cotés. Elle répond à une volonté forte d’harmonisation internationale des normes comptables des sociétés cotées et doit permettre une meilleure transparence ainsi qu’une comparabilité accrue de leur performance financière. Nous nous intéressons dans ce mémoire au traitement de l’assurance construction dans ce nouveau référentiel comptable. Spécificité du marché français, l’assurance construction est gérée en capitalisation et est basée sur un mécanisme à double détente des garanties décennales. Nous analysons les exigences de la norme IFRS 17 et leurs implications pour des garanties décennales d’assurance construction. Il ressort en particulier que seul le modèle général (Building Blocks Approach ou BBA) est adapté au traitement des garanties décennales et que la notion de cohorte au sens de la norme coïncide avec l’année d’ouverture de chantier. Une modélisation d’un portefeuille RC Décennale permettant de projeter jusqu’à l’extinction des engagements le passif d’assurance et les comptes de résultat est ensuite proposée. Nos résultats en vision « scénario central » sont complétés par l’analyse de sensibilités et l’étude de l’impact de changements d’hypothèses en cours de projection (révision des cadences de sinistres par exemple). Sous IFRS 17, l’assurance construction « à la française » continue ainsi d’être une branche à part, nécessitant la combinaison d’approches actuarielles spécifiques et d’une connaissance approfondie du fonctionnement de ses garanties et de son marché.

Abstract
Scheduled to come into force in January 2023, IFRS 17 is a real revolution in the financial communication of listed insurance companies. It responds to a strong desire for international harmonisation of accounting standards for listed companies and should allow for greater transparency and comparability of their financial performance. In this report, we focus on the treatment of construction insurance in this new accounting framework. A specific feature of the French market, construction insurance is managed on a capitalisation basis and is based on a double trigger mechanism for ten-year guarantees. We analyse the requirements of IFRS 17 and their implications for ten-year construction insurance guarantees. In particular, we find that only the general model (Building Blocks Approach or BBA) is suitable for the treatment of decennial warranties and that the notion of cohort within the meaning of the standard coincides with the year in which the construction site is opened. A model of a ten-year liability portfolio is then proposed to project insurance liabilities and income statements until the extinction of commitments. Our "central scenario" results are complemented by a sensitivity analysis and a study of the impact of changes in assumptions during the projection period (e.g. revision of claims rates). Under IFRS 17, construction insurance "à la française" thus continues to be a separate branch, requiring a combination of specific actuarial approaches and in-depth knowledge of the functioning of its guarantees and its market.
